This release includes a new obi-cob.owl file that uses COB as the top-level ontology for OBI:

We are planning to use COB as the top-level of OBI in the primary obi.owl file starting at the end of October. Ontologies that import from OBI are strongly encouraged to test obi-cob.owl in their workflows as soon as possible.

- The object properties "has_specified_input", "has_specified_output", "is_specified_input_of", and "is_specified_output_of" have been relabelled to remove the underscores.
- We updated our RO Core import, which was very old. There have been two significant label changes in RO: 'inheres in' is now 'characteristic of', and 'bearer of' is now 'has characteristic'.
- We made improvements to the 'specimen' branch in #1839.
