LT40230281982346XXX04 atmospheric opacity layer is totally fill, and the
fill_qa layer disagrees with that. And I've never seen a totally filled
atmopacity layer before. Worth looking into to make sure the layer can be
generated for L4TM data, or if we should stop making atmospheric opacity for
L4TM
