1.3.1 LEDAPS Bands 5/7 OOBs #15

I'm noting negative (out of bounds) values in the Band 5 and Band 7 TOA and 
Surface Reflectance products from LEDAPS 1.3.1.  They occur in difficult areas, 
such as the western edge of the image, and especially in water and in terrain 
shadows. I'm not suggesting an error in calculation, but perhaps the min/max 
range is struggling to know what to do in these odd landscapes?  Reference 
scenes include LT40230281982346XXX04, LT50230281984344XXX02, and 
LE72101172013061ASN00
