feat(sweep): add brooks-sweep skill — full-sweep auto-fix mode (v1.1.0)

Introduces /brooks-sweep: unified scan across all decay risk dimensions
(R1–R6, T1–T6, architecture) in a single pass, with Auto/Confirm/Manual
fix classification. Safe changes are applied immediately; risky changes
require user confirmation; architectural items are flagged as manual.

Also extracts SKILL_GUIDES constant in validate-repo.mjs, eliminating
the three-way array sync hazard for future skill additions.
