Add napari-process-points-and-surfaces to devbio-napari #45

Hi @haesleinhuepf ,

with the issues around open3d over at napari-process-points-and-surfaces resolved, how do you feel about having it added to devbio-napari? From what I have seen, nppas is also available through conda so it should be good to go?
