This reverts commit ece320b - we don't need this limitation in Fedora Live images. Indeed Ubuntu live images which have emoji input enabled all along work just fine. Downstream Fedora [bug](https://bugzilla.redhat.com/show_bug.cgi?id=1625596) from 2018, which has more details

Disabling liveuser is the expected result and i even think to disable it in Ubuntu LiveImage. |

I think the right fix is to move the feature to SQL. |

Emoji should work just fine in Fedora Live instances as it does for Ubuntu live images.
Fedora Live even has zswap enabled now so it is even less prone to ram issues.
