@fkiraly curious to know that what should be we with the "for all contributors" section in PULL_REQUEST_TEMPLATE.md file as there is no CONTRIBUTORS.md for Pykalman yet so "list of contributors dosen't make sense here also the same goes for the .allconrtibutorsrc file checking for CONTRIBUTORS.md and the link for "algorithm maintainer role" is currently i passed of the sktime, would that be alright? |

Added issue and pull_request template for the repo, which helps contributors to format their issue and PR in a better way on the same standards as sktime.
