How does this PR change the system? This PR adds Google Cloud Platform to the Onboarding flow and makes various adjustments to the flow accordingly. Out of Scope: This PR does not yet add the ability to search providers, since we only have 5 so far. How was it tested? Aggressive manual testing, the path GCP onboarding takes through the product matches previous providers. Does it require a docs change? Yes, we will need to do a pass on the docs when we launch GCP!

onboardingTracking(`finish_step_1_submit_${providerTrackingName.value}_info`);
becomes finish_step_1_submit_google_info
