Implement subnet mask and DHCP server display to resolve FIXMEs
This fork implements several missing features in the Wine ipconfig runner:
Added IPv4 Subnet Mask display by calculating it from OnLinkPrefixLength.
Added DHCP Server address reporting for adapters with DHCP enabled.
Implemented WINS Proxy status display in /all mode.
Updated GetAdaptersAddresses flags to include prefix information.
