This fixes dependabot alerts to the extent possible. It should get all the django and pip ones and fix the npm ones to the degree possible. After it gets merged into main I can then go into dependabot and ignore the remaining Javascript npm things in the github ui.
I tested all locally and seems ok. After we merge I can make a tag if you want and go through the deploys on dev/stg/prd servers .
I also tested gulp
PS. I deployed this branch to dev to test there and it seems ok and tests pass on that server.
