Certify GitHub Copilot CLI adapter against the v1 approval contract #277

Decision

Retain GitHub Copilot CLI and raise it from its current installed integration to the same evidence-backed certified-adapter standard as Claude, Codex, and Pi.

Current state

The adapter installs preToolUse blocking approvals plus lifecycle hooks and maps deny/expired/edit responses. It reports configuration limitations such as disableAllHooks, but is not in the certified contract.

Certification requirements

  • Verify the current official Copilot CLI hook API and version/support policy.
  • Add a versioned contract/capability report covering managed install/uninstall, integrity/drift, approval delivery/decision mapping, lifecycle/recovery, auditing/redaction, and configuration trust/disablement limitations.
  • Test approve, deny, expiry, edit, hook disablement, daemon-unavailable, timeout, restart, and session end with provider-shaped fixtures; add a secret-gated live evidence path.
  • Make onibi adapters --json, hooks --show, and doctor report actual capability and failure states, not an implied Claude-equivalent guarantee.

Promotion gate

Copilot becomes certified only after all contract claims have tests, live evidence, and review.
