Pull request overview
Adds an initial repository-wide .github/copilot-instructions.md intended to guide Copilot Cloud Agent PR generation and code review behavior for the Keycloak monorepo.
Changes:
- Introduces a “repository at a glance” + required toolchain section (Maven Wrapper, JDK, Node/PNPM).
- Documents common Maven/Spotless/UI workflows and a focused module build/test pattern.
- Adds high-level code review standards to reduce low-value/low-confidence feedback.
