feat: add SOURCE_DATE_EPOCH support for reproducible builds

Resolve a deterministic build timestamp from the environment or PKGBUILD
mtime (matching makepkg behaviour) and use it in pacman, deb, and rpm
package metadata instead of time.Now(). The variable is also exported to
build scripts so that tools like gcc, tar, and gzip produce deterministic
output.
