I noticed I had forgotten to set the version of yarn in core the last few releases, because I've been relying on renovate. This PR changes the generator to just always install the latest yarn, removing the need to keep a version in core. Additionally, this generator file was modestly large in prod and unnecessary, removing about 0.5 MB from the prod builds.
