This software, including its source code, object code, documentation,

configuration files, design assets, and any associated media

(collectively, the "Software"), is the exclusive property of the

Universidad Nacional de San Cristóbal de Huamanga (UNSCH), a public

higher education institution of the Republic of Peru, developed and

maintained by its Oficina de Tecnologías de la Información (OTI).

The Software is authored, commissioned, and funded with public resources

in the exercise of UNSCH's official functions. It is protected by the

Peruvian copyright legislation (Decreto Legislativo N.° 822, Ley sobre

el Derecho de Autor) and by the applicable international treaties to

which Peru is a party. All intellectual property rights, including but

not limited to copyright, database rights, trade secrets, and any

related rights, are reserved to UNSCH.

1. GRANT OF ACCESS

Access to the public repositories hosted under the OTI-UNSCH

organization is provided as a courtesy to facilitate technical review,

collaboration, and academic reference. Such access does NOT constitute

the grant of a license, a transfer of rights, or any authorization to

use, copy, modify, distribute, or create derivative works of the

Software, except as expressly stated in this document.

2. PERMITTED USES (INTERNAL COLLABORATORS)

The following uses are permitted ONLY for individuals who have been

expressly authorized in writing by UNSCH, acting through the OTI, in

their capacity as:

a) Employees or contractors of UNSCH assigned to the OTI;

b) Members of an internal development team with an active contribution

agreement;

c) Students performing supervised academic practice (pre-profesional

or profesional internships) under an active agreement with UNSCH;

d) Public officials of cooperating Peruvian government entities

explicitly designated by OTI for a documented collaboration.

For these authorized collaborators, the following is permitted,

strictly within the scope of the documented collaboration and subject

to the restrictions of Section 3:

- Reading and downloading the source code for the purpose of

contributing back to the project;

- Forking the repository for the purpose of submitting proposed

changes via Pull Request;

- Reproducing, in executable form, the Software in development,

staging, or production environments operated by or for UNSCH.

3. EXPRESS PROHIBITIONS

Unless prior written authorization has been granted by UNSCH (through

the OTI), the following are strictly prohibited:

a) Commercial use of any kind, including selling, licensing,

sublicensing, renting, leasing, or otherwise exploiting the

Software for pecuniary gain;

b) Distribution of the Software, in whole or in part, in source or

object form, by any means (public repositories, package

registries, file-sharing, physical media, etc.);

c) Modification, adaptation, translation, reverse engineering,

decompilation, or disassembly of the Software, except to the

extent that such activity is expressly permitted by applicable

law;

d) Removal, alteration, or concealment of any copyright notice,

trademark, watermark, or attribution contained in or accompanying

the Software;

e) Use of the Software, the "UNSCH" name, the OTI name, the official

logos, or any associated identifiers to endorse, promote, or

imply the endorsement of any third-party product, service, or

activity;

f) Use of the Software in connection with any system that processes

data outside the institutional perimeter of UNSCH without a

formal data-processing agreement;

g) Use of the Software for any unlawful purpose or in violation of

the internal regulations of UNSCH or the legislation of the

Republic of Peru.

4. ACADEMIC AND EDUCATIONAL REFERENCE

Short, attributed quotations of the source code, documentation, or

architecture descriptions are permitted for strictly academic,

educational, journalistic, or technical-review purposes, in accordance

with the fair-use provisions of Decreto Legislativo N.° 822 and

equivalent international norms, provided that:

- Proper attribution to UNSCH/OTI is given;

- The cited excerpts are not presented as the reader's own work;

- No complete module, file set, or runnable artifact is reproduced.

5. THIRD-PARTY COMPONENTS

The Software may include or depend on third-party components that are

governed by their own open-source licenses (e.g. PostgreSQL, Next.js,

Rust toolchain, Go toolchain, Python, and similar). Such components

remain governed by their respective licenses. Nothing in this document

restricts the rights granted by those licenses for the third-party

components themselves; this UNSCH Proprietary License applies only to

the original work of UNSCH/OTI.

6. CONTRIBUTIONS

Any contribution (including but not limited to source code,

documentation, design assets, bug reports, and translations) submitted

to UNSCH, OTI, or any of its repositories is deemed to have been

received under the terms described in the project's CONTRIBUTING.md.

By submitting a contribution, the contributor agrees, to the maximum

extent permitted by law, to assign to UNSCH all right, title, and

interest in the contribution, or, where assignment is not legally

possible, to grant UNSCH a perpetual, worldwide, royalty-free,

irrevocable, sublicensable license to use, reproduce, modify,

distribute, and create derivative works of the contribution as part

of the Software.

7. DATA PROTECTION

The Software is designed to process personal data of members of the

UNSCH community (students, faculty, staff) and is subject to Peruvian

Law N.° 29733 (Ley de Protección de Datos Personales) and its

regulations. Any use of the Software involving personal data outside

the institutional scope of UNSCH is prohibited unless accompanied by

a formal data-processing agreement that complies with the applicable

legal framework.

8. NO WARRANTY

THE SOFTWARE IS PROVIDED "AS IS" AND "AS AVAILABLE", WITHOUT WARRANTY

OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO THE

WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE,

NON-INFRINGEMENT, AND ACCURACY. UNSCH DOES NOT WARRANT THAT THE

SOFTWARE WILL BE FREE OF DEFECTS, THAT ITS OPERATION WILL BE

UNINTERRUPTED, OR THAT IT WILL MEET THE REQUIREMENTS OF ANY THIRD

PARTY.

9. LIMITATION OF LIABILITY

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL

UNSCH, ITS AUTHORITIES, EMPLOYEES, CONTRACTORS, OR STUDENTS BE LIABLE

FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL, EXEMPLARY, OR

CONSEQUENTIAL DAMAGES (INCLUDING BUT NOT LIMITED TO LOSS OF DATA,

BUSINESS INTERRUPTION, LOSS OF PROFITS, OR LOSS OF PRIVACY) ARISING

OUT OF OR IN CONNECTION WITH THE USE OF, OR THE INABILITY TO USE, THE

SOFTWARE, EVEN IF UNSCH HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH

DAMAGES.

10. TERMINATION

Any authorization granted under this license terminates automatically

upon any breach of its terms. Upon termination, all copies of the

Software in the possession or control of the breaching party must be

destroyed or returned to UNSCH, at UNSCH's discretion.

11. GOVERNING LAW AND JURISDICTION

This license is governed by the laws of the Republic of Peru. Any

dispute arising out of or in connection with this license shall be

submitted to the exclusive jurisdiction of the courts of Ayacucho,

Peru, without prejudice to the procedural rules applicable to public

institutions.
