…Julia for tests. Adds downstream checks and increases version coverage in tests. Removes old `.dev/climaformat.jl` instructions to use JuliaFormatter.toml settings instead. Changes target test `name` field.

Updates
climacommonversion inbuildkitepipelines (standard CI and Benchmark A100) and updates Github actions (OS Unit Tests) to use Julia 1.10 and Julia 1.11 for greater test coverage. (This should also help us catchAquatest failures sooner.)
