Add `package create` command to create a 2GB package. Add `package list` command to list the 2GP packages created in the org. Add --namespace flag to `package version create` as an alternative to --package. Update `package install` to support 2GP packages with `--package-version-id` (`-i`) flag to install packages via 04t IDs. Add `package installed` command to list the packages installed in an org. Add `package uninstall` command to uninstall 2GP packages from a org.
