As an ad tech, I'd like the ability to measure the impact of this feature before full scale rollout. That could be accomplished different ways for example:

1. Sending the Ip-Protection header for a set period of time before the feature is enabled to signal "this request would be subject to IP protection".
2. Sending a small sample of traffic with the feature shipped with known percentage to extrapolate
