[Feature] please add function calling to internvl series in intern-ai api service #836

Describe the feature
The api service is great for people interested in using the model without dedicated hardware. But I find the vl series doesn't work with function calling. Please consider adding it. vLLM should have intern tool parser already.
Will you implement it?
