• Switch CI to GitHub Actions (due to Travis CI closing). Tests are run on Ubuntu, Windows, and macOS, on multiple CPython 3 versions and PyPy.

• Change license of the Template to 3-clause BSD + CC0. The 3-clause BSD license applies to certain larger components (such as the release script), and the rest is covered by the CC0 license. The template files are provided under CC0 and contain 3-clause BSD headers that can be replaced by a different license.
