[BUG]: app trying to find a hardcoded name for the dotnet runtime #1722

Bug Description

I had to edit ( PixiEditor.Desktop.runtimeconfig.json ) file add ( "rollForward": "LatestMajor") field for it to recognize the dotnet 8 runtime , and the software itself installed the dotnet runtime ,
