It is deprecated, see: http://dom.spec.whatwg.org/#event and https://developer.mozilla.org/en-US/docs/Web/API/event.cancelBubble

I think the check is not needed... If the developer has called stopPropagation or set cancelBubble to true, the DOM will stop bubbling the event.

    I can't find this code anywhere, I suspect this has been obviated by other changes to the event system.
