Ensure download/upload python packages works for dev --> release process #8937

The release cycle between ROCm and PyTorch are not in sync. This results in the pytorch team needing to build and promote PyTorch packages at a later point for an already release ROCm build.

For now, they trigger the builds as dev build.
As such

• build_tools/packaging/download_python_packages.py must support downloading a given pytorch version from the dev bucket
• and build_tools/packaging/upload_release_packages.py should work out of the box to upload such promoted packages
