Fix #313: Add forecasting paradigm to forecast evaluation session#487

Add the forecasting paradigm (maximise sharpness subject to calibration) to the forecast evaluation session callout for completeness. Also clarify that sharpness is a property of forecasts themselves vs other metrics resulting from forecast-data comparison. The paradigm was already present in the slides, but adding it to the session content ensures students have easy access to this key concept.
