This PR overhauls nitro vite plugin setup to use more modular plugins.
Using
applyToEnvironmentfromnitro:init, we can directly inject dynamic rollup plugins in dev (resolves #3675) -- huge thanks to @hi-ogawa and @sapphi-red for this tip ❤️
