noebs has traditionally been a program, that is everything eventually will be a noebe.exe (an executable binary). That served us really well thus far. But, it was obvious for me there ought to be a simpler way to just import the right modules from noebs, and perhaps leave the others.

This release is the first to treat noebs as a fully importable library and will set out targets for more releases to come.
