[IMP] owl-runtime: test and document TemplateFunction in App config#1876

Follow-up to 47c55ff, which added support for passing a `Record<string, TemplateFunction>` as the `templates` App config. Adds tests for that path (including the mixed string/function case and the duplicate-detection branch in dev mode) and updates the App and precompiling-templates references to document it.
