Purpose of this PR
The lack of documentation in the OpenCL API frustrated me so I added some

Im mostly adapting and copying the Kronos original documentation to fit the OpenTK API
Im starting with the Enums and will eventually go to the CL methods
I dont know how to test how the docs will look in the website so please let me know if Im doing something wrong
