Summary:

Default the app store to the Apps category and remove the All Apps section.
Move curated plugins below categories and rename the section to Other Plugins.
Keep the embedded app-store view below the WordPress admin bar and tolerate the missing launcher grid on ?app-store=1.

Tests:

node --check launcher.js
php -l templates/launcher.php
git diff --check
