fix(ci): correct release packaging dependencies

Remove the unsupported Ubuntu layer-shell dev package from the Linux jobs and use the WebKit pkg-config capability in the openSUSE RPM job so the 0.1.13 release workflows resolve current distro packages correctly.

Fix workspace save reentrancy and cut 0.1.9 release

Include the current Limux planning docs, bump the workspace version, and keep the local release artifacts on the GitHub release instead of in git.
