Warn about custom_description etc in scripted triggers/effects that have trigger or effect localization #279

If a scripted trigger or effect has the corresponding localization, then any tooltips inside of it will be ignored because the localization will replace the whole trigger or effect. This is worth warning about for explicit tooltips like custom_description or custom_tooltip.

Perhaps it can be implemented with a Tooltipped::Overridden value.
