CuPy Windows wheels depend on MSVC Redistributable #10316

Description

When investigating NVIDIA/cccl#11472, @NaderAlAwar reported that as of CuPy v14.2.0 we rely on a compatible msvcp140.dll to exist:

• Dynamic CRT. Its build passes /MD to the host compiler, so every extension links the C++ runtime dynamically and imports MSVCP140.dll from the system.
• No bundling, no static linking. The published wheel has no vendored DLLs and no delvewheel patch.
• No documented requirement. Neither the install docs nor the wheel metadata mention the VC++ Redistributable.

The proper fix is to ship wheels built from GHA (#10250), which already has the wheels repaired.
