What would go into a point release rather than 4.0? #440

Some obvious things for a point release:

• Fixing the logic if a minimizer fails, as described here: Should have \sum_n W_nk = 1 error with pymbar3.0.5 while analysis is working with pymbar3.0.3 #419
• Fixing the expectation range as described in this PR: With 0logfactor #439.

I THINK that is it.

Bootstrapping is a big enough change that I think it should wait until 4.0 (assuming 4.0 comes out in a month or so).
