Move bison options before code

This is the version of Xitip as could be downloaded in a .tar.gz archive

from their website in early 2015.

The release date guess (03 July 2008) is based on the most recent mtime
among the extracted source files.

Rewrite the parser code base. This feels so much nicer now.

This tag marks replacement of QSOPT by the free GLPK. A new era indeed.

- Furthermore, fix return code when checking information inequalities
  containing only a basic information measure.

- Bunch of cosmetic fixes having no real use.

  Retrospective comment: I later threw away all the code which I cleaned up
  so obsessively in the preceding series of commits. This was a good use of
  my time:)

- Fix a bug which I had introduced earlier by replacing all ':' by ';' to
  provide an alternative syntax for entering mutual information.
