mod_installer] Access is denied. (os error 5) #330

I am trying to run the mod_installer in Windows 11. I believe I have the command line correct, but whenever I try to run it, it starts to try and install components and then ends with: ERROR mod_installer] Access is denied. (os error 5)

Command line: (I renamed the executable from the release to mod_installer.exe
mod_installer -n --log-file "D:\Games\BGMods\weidu.log" --game-directory "D:\Games\Baldur's Gate II - Enhanced Edition" --weidu-binary "D:\Games\BGMods" --mod-directories "D:\Games\BGMods"

Nothing is in C. I have no problems installing mods manually. I have my Command Prompt elevated to Administrator. I created exceptions in Windows Defender for the mod_installer file, the BGMods folder, and the BG2 folder. I gave all users Full Control over the BG2 folder. I replaced the owner of the BG2 folder with everyone.

I have no idea what I am missing. I feel dumb asking because I am sure it is something really simple.
