Code Review

This pull request removes the configurable sleep interval from the upload worker and reporter worker, switching them to use blocking channel receives instead. This is a great improvement for efficiency as it avoids busy-waiting. The changes are consistent across configuration, environment variables, and logging. I have one minor suggestion to remove a constant that has become unused as a result of these changes.
