Move table_list_view to kibana_react #49599

The TableListView component in src/legacy/core_plugins/kibana/public/table_list_view/table_list_view.js is used by several apps and is currently located in the kibana plugin. As this is a stateless react component not tied to usage within the kibana plugin, it should be moved into kibana_react (similar to the field_icon component).

When doing so the dependencies on core APIs should be passed into the component as props instead of importing them directly.

When doing this migration, all consumers of the component should be fixed as well.
