Visualize editor actions wrap when there are three tabs #12821

Unless we truncate the tabs there's not a lot we can do about this one since both the tabs and the button bar need to be exposed. However, it might make more sense to wrap the buttons above the tabs.
I was thinking maybe truncate the tabs, or move the error to a full-width error above the metrics aggs?

On visualizations like the vertical bar chart there are three tabs in the visualize editor. When there is an error a third item is added to the action buttons which causes them to wrap, moving the whole form down the page.
