OS packages should not write to /usr/share/kibana #15899

Description

@jbudz

We currently write to the optimize folder at /usr/share/kibana/optimize/.cache/babelcache at runtime. I believe this is fixed with #15780, but this needs to be checked again.

    @Jac2NL

    It has not been fixed. Kibana 6.2.1 still writes to /usr/share/kibana/optimize/.babelcache.json in production mode.

    Same in 6.2.4.
