[Dashboard] State being dropped when editing visualize embeddables

Kibana version: main, 8.17, 8.16

Describe the bug:

The embeddableConfig is being dropped from visualize embeddables on navigation via the embeddable state transfer service.

Steps to reproduce:

Create a new, empty dashboard and save it
Navigate to the listing page ❗this step is very important in reproducing❗
Re-open the dashboard from step 1
Add a visualize embeddable (markdown, etc)
Save the dashboard
Duplicate the panel from step 4
Edit the cloned panel
Make a change then "save and return"
The original panel is now corrupted 🔥
