Done so far: nothing yet. A migration plan has been generated with the scout-migrate-from-ftr skill.

Known blockers / decisions:
- The "reverts license to basic" test is an irreversible cluster-level mutation (trial → basic cannot be undone), so it cannot share Scout's batched default cluster. Needs a decision: dedicated server config set (local-pipeline-only), or reshape (component test + existing security API coverage of license downgrade).
- License Management is disabled in serverless — target
tags.stateful.classic only. The serverless disabled_uis.ts coverage (inverse assertion) stays separate.
- The a11y FTR suite reuses the FTR
LicenseManagementPageProvider — don't delete that page object until the a11y suite is migrated too.
