1. transactions call now works after submit-transactions

2. submit-transaction now returns serialized transaction instead of
   boolean value.

Tighten check of non-active clients to presence of write mutex.

Bump timeout passed to Hunchensocket to from 300 to 3600 seconds, as
this actually specifies two separate timeouts for reads and writes
that were being easily exceeded.
