Quick class cleanup + type hints

* Use PHP 8 type declarations (on params and class props)
* Remove unnecessary PHPDoc tags
* Add return types

`http_build_query`, `$sArgSeparator` can accept NULL

Add strict union (array|bool) type declaration

Change v18 to v17.9 for now to avoid confusion with upcoming features
