1. Checkout Skynet repo, and build it with make linux
2. Goto FreeIOE repo, run ./scripts/feeds update -a
3. Goto Skynet repo, run ./skynet <your_freeioe_rego_path>/config to start FreeIOE or
4. In FreeIOE repo, run ./scripts/run.dev to start FreeIOE

tips: run.dev script will ask for Skynet folder when it cannot find by itself

FreeIOE is based on Skynet framework.
