For forward-only quantization, use_original_residuals now defaults to True instead of False. This is more correct because the backward pass is not quantized. When constructed via QtProvider, use_original_residuals defaults to: 1. True if only fwd pass is quantized. 2. False if both fwd and bwd passes are quantized. 3. Users can override use_original_residuals via additional_qt_config. PiperOrigin-RevId: 899173294
