Building armv7 artifacts after adding Python 3.13 is failing with a timeout. Hence increasing timeout to 2 hours. Closes grpc#37807 COPYBARA_INTEGRATE_REVIEW=grpc#37807 from sreenithi:increase_armv7_artifact_build_timeout 6003437 PiperOrigin-RevId: 679608393
