Some code was used only by test/generator, other code by src/. This prepares the repository for decoupling our build from FetchContent.

WITH_WABTandWITH_V8withHalide_WASM_BACKEND, which can be eitherwabt,V8, or a CMake false-y value such asOFF. Deprecation notices are provided to ease user transitions.
