It's broken for us because there are a few places where we assume
$<CONFIG>is not empty. Thus, we can be reasonably confident people aren't relying on this.It's basically never "correct" to set
CMAKE_BUILD_TYPEto the empty string (or leave it undefined), anyway. Users can set a build type.
