Proposed change

Temporarily disable the deprecated addon repair added in #151287 . Not reverting because there's nothing actually wrong with the repair and we do want it. But after talking to @agners we need to disable it for now until we can get a repair in place specifically for the Silicon Labs Multiprotocol add-on helping users migrate from that to ZHA. Else this repair will encourage them to uninstall that deprecated add-on and that will break their working system, forcing them to figure out what happened and fix it themselves.
