Bump reolink-aio to 0.16.5:
Bug fixes:

• Fix KeyError when "chnBit" not present in Encoding
• Wait 7.5 seconds before retry when getting a ConnectionError within 60 sec of disabeling privacy mode
• Add channel_online_check based on GetChnTypeInfo succes
  • Add logger warning if camera goes offline due to GetChnTypeInfo check

Optimizations:

• Send baichuan fallback attempt concurently
• Do not get_states for offline cameras
• Set global 3*TIMEOUT for get_host and get_states
